STATE REFORM AND ECONOMIC EFFICIENCY

Moral and ethical issues concerning the reform of the State, undoubtedly constitute an important basis for such a process is real, effective, permanent and beneficial to the citizens and the set of economic and social issues of our country.

Sitting principled basis, it is necessary that we look to the economic and financial considerations, without falling into financienismo (on which we made later). State Reform, Economic Growth and Development (Welfare) Social considerations are three inseparable in the process of continuous feedback.

State reform is given, or rather should be given, equity and solidarity, on the one hand and efficiency on the other, so that the country's economy, precise, of the Peruvians, is better than is now, and for improving the economy, improve living conditions and working, the same Peruvians. In simple terms, the reform of State must serve out of the crisis and move steadily in the path of economic growth and social development, since the State's reason is to promote human development, beyond the interests and provisions of market.

The rationale and the main objective is to contribute to the welfare state of the population. The State will be efficient as it achieves its objective with the least possible resource allocation, so that their productivity is high and high social return on investment.

Broadly, it should also include current expenses to be part of the resources that the State should implement to perform their duties to pursue his goal. That is, not only by consensus what is considered current expenditure despite taking part in social investment by the state.

Therefore, it is valid to speak of an efficient, yet small. It must overcome the giant mammoth that crushes people. This is not theory, and practical daily reality in Peru today.

Reform of the State to undertake to consider the complementarity and subsidiarity and democratic state in the political and economic, immediately abandoning those activities which are entrenched, outdated historical time.

The Reform of State responds to a political decision to solve our country's atavistic, shaped by individual interests give priority, in partnership destructive "mercantilist" and "bureaucrats." It is understood that the Government Reform proposal speaks to mean overcoming these interests have remained and even increased at the expense of all Peruvian society, moving to a different situation and superior service to the common good of the real Peruvians and concrete.

The current government has a great opportunity to show good intention to serve the history of Peru, from "off" (buzzwords) immediately all companies incorporated unexplained and unjustified around every ministry, every government and every local government regional levels.

We all know that these companies, formally constituted or not (generating entities directly collected Resources) mostly suffer from serious deficiencies and respond to the interests of some people who maintain their individual and group privileges, whatever the current government.
